looks like a hacked together machine.

the cabinet style is 809.  The reel glass is also 809 style, but the 809's were 5 coin multipliers.  The top glass doesn't fit right because it's for a 6 coin multiplier machine.

the added buttons are for ?  ... is it now a hold-and-draw game?

It's a "Showman Special" all right. My guess would be a Sir Prize mechanism. There were tens of thousands of Sir Prize machines in Britain that all had to be scrapped or modified when the Brits outlawed the time jackpot, and most of them were recycled into other games. The Sir Prize was a hold and draw machine but those are not Bally push buttons, which were chrome. There's no Cancel button and those three are not even in line, very amateur job. The Sir Prize didn't have a top box, so it's been recased. I never heard of a six coin multiplier Low Boy but it would be easy enough to modify an 809. "L.100" suggests Italian or Turkish but all the writing is in English, so maybe off a cruise ship, which could also account for the corrosion.
