Title: Bally handle skips

The pull handle skips sometimes when pulling and does not spin the reels.  Is there some adjustments to the handle mechanism that can be done?

you mean when the handle is near the bottom, the reels kick but instead of spinning they more-or-less jerk maybe a position or two and immediately lock all at the same time?

if that, then take a look at the L-shaped stop bracket on the rear/bottom of the right side of the reel mech.  That controls when to kick off the reels, and the right edge of the stop bracket usually aligns to the frame or just a little left of the frame edge.

if you move the stop bracket too far left, the handle will bottom out and be stuck with the reels unkicked.  You have to release the handle or push the latch pawl with a long screwdriver or dowel make the game kick.

Also the L shaped piece can wear out and develop a cut or groove worn into the metal. ultimately the piece should be replaced, but in a pinch sometimes you can use a grinding wheel to re face so to speak the surface of contact. The wizard.

To be sure, you mean this bracket and it should be moved to the right, or towards the back of the unit.

if you move the bracket right, the game will kick earlier.

if it kicks too early, the latch pawls underneath the reels aren't engaged to hold the reel wiper arms away from the reel index discs until the latch links release them.

since that's mostly buzzwords, your problem is probably not the position of the bracket.  It's a little far to the left, but as long as the handle doesn't bottom out it's fine.

that leaves general cruddiness or a misunderstanding of the problem.  Can ya make a video of what it's doing and stick it on a cloud drive or someplace?

if you have dried up grease on the stuff under the reels, it won't work reliably.
