This is the inverter board it powers the CCFLs that illuminate the screen.  It looks like someone already replaced the caps and did some other soldering on it as well.  Not the worst soldering job I've seen, but certainly not the best either.  The one connection looks like it could be bridged over to the other pin or close to it.  Someone had display problems to have worked on the board.  I think I have one, but I'll have to look tomorrow to be sure. 

The touchscreen, except being attached to the frame of the monitor and sharing the same 25 pin plug is completely separate from the rest of the monitor.  That's why it works even when the monitor doesn't.

Any luck finding a power inverter to replace this one?

Not yet.  I think they're in my detached garage and it snowed all day, so I hid indoors where it's warm and dry.  I'll venture out there tomorrow and dig around.
