Bill Validator Problem

I have an IGT Gameking with a 3802 Board with GK4.X Software. My bill validator started to only accept bills every once in a while.  Then every so often I would get an error and have to take it out and put it back in to clear the error.  So I thought I would send it out to get fixed.  I found someone who worked on them and they told me they fixed it.  I put the validator back in and got and error.  So I did a key17 and the error went away.  But now it only will take a bill if dip switches 5 6 7 8 are turned on.  But it spits the bill back out and the lights above it start flashing. It wont take another bill after this.  Ive read what the dip switches do and this doesnt make sense to me. Where do I look to see if the game is recognizing the BV?  Any ideas what has happened.  The guy who "fixed it" wont answer my emails and has only said if it doesnt work send it back in.  All help is very appreciated and thank you for helping me.
