SOLVED

The monitor itself uses AC power, but the touchscreen controller could be causing your problem. It uses the netplex bus along with the bill validator and ticket printer. I'd try a different controller and see if it fixes the problem.
-
Where would I find the controller and what different one would you use?
-
The controller is usually mounted on the side or the back of the monitor depending if LCD or CRT. Use the same part, just one that is known to be working.

Here's a pic of a TS controller board:

I’ll see if I can find a new one somewhere. Thanks all!

Be sure to get one made for your brand monitor, they are not all the same. The one I pictured is for Ceronix but also correct for wells-garner. I believe tovis has different connectors.

It’s not even that old. It’s less than a year old.

So after doing some more research I believe since I put a 044 board in that the screen will will read LCD. The 044 boards are used for digital. I believe I am going to try and remove the jumper on the back of the monitor. Once the jumper on the monitor is taken out it should work and the screen will be set for digital. I am going to attempt it tomorrow. I will post the results after completed just in case someone else would be having the same issue and reads this to solve the problem.

The jumper that is on some ceronix 17" monitors is for 044 boards. If you change from a 3902 to a 044 board you need to remove the jumper or the screen will be bearly visible. It shouldn't have anything to do with grounding or the BV.

Yes. I upgrade my machine to an 044 board, from a 3902. I thought I mentioned that in the post. Maybe not. The monitor is currently set up for lcd. I was thinking this is why I can’t get it to work. I know this is the last time I upgrade a machine, it’s too much of a pain.
