S2000 with dual buttons works perfectly except the 5-5-2 display and the credits paid per line display do not work. I've replaced all 3 i/o boards but don't have a 5-5-2 display to try. Would a bad 5-5-2 display allow machine to play.

Yes a bad display would still allow the machine to play. It doesn't have to communicate back to the MPU so if it's bad the MPU wouldn't know.

This depends on a lot of other factors. Some old software sets will run without the credit and bet per line displays most newer software sets do require the signal back from the display but all that is is a id saying what version display it is (552-663 and 9line or 10+ line). It would also depend on what part of the displays are broken if it still reports back its id but the data to the actual leds is bad then yes it can cause this.
Also are you sure your display is a 552? If you have a 10+ display and a 663 with old software that does not support them it is common to either have the digits in the wrong place or an entirely blank display. Also what game its installed it may make a difference.

Just wondering Bob, is it the long reel glass 5-5-2 display or the short display that goes on the right-hand side behind the reel glass above the printer?
Maybe I could send you one to try if you want?

problem solved - bad 504 board
I also noticed that I didn't have any button light or backlit reel light. The slot worked perfectly except for these lights, the lines display and the 5-5-2 .
anyone know what fix is needed for the 504 board.

Retro might have a fix for the 504 MPU?
My guess would be a blown IC chip on the MPU or a folded/shorted pin?
