It's just reprogramming a flash memory device.  Could be a SIMM card, Flash board (044), or a compact flash card.

The type of equipment you need depends on the media you want to use.  They are all pretty simple to use.

You can find the programmer for IGT SIMM/Flash cards on Ebay.  There was a member here selling them too, not sure if he still is or not though.  The main ebay source is in Latvia, but they have a good reputation.

Some desktop PC's have built in CF reader/programmer.  If yours doesn't you can get a USB combination programmer that does CF, SD, and Micro SD pretty cheap.

I appreciate your reply but i really wish i understood it better, hahaha
i do have a surface pro with windows 10 pro, would that be sufficient for flashing chips simms etc?
when searching for the right equipment what would be the title of my search?

iv'e already had to outsource a couple times to get new simms made so i figured i maybe could do them myself and be a reliable source for my friends in town and people on NLG, i want to copy things and learn how to program to replace unreadable simms, chips and whatever else there is.

thanks again
Chuck

Windows 10 cannot be used to re-write CF media as it writes data to the media upon insertion, invalidating the media.  You can use windows 10 to write eproms and IGT 3902/044 type flash devices.  You will need a 3902 simm reader/writer to re-program those and an 044 flash board reader writer to write those out.  The ones most often quoted here are the ones on e-bay from Latvia.  For eproms, you need an eprom reader/writer (I use a mini pro you can buy on amazon or ebay for like $50 or so, search for TL866II Plus).
