Just to update this thread in the hopes someone might have an idea on where I should focus:

1) Through a lot of trial and error, I'm able to get a BV to work, meaning, a lot of seating it, unseating it, restarting the machine, inserting and removing the cash box, etc.

2) It usually will work until I remove the cash box and put it back in, then all 3 lights on the MEI Cashflow go steady on and it's pretty much dead at that point (until I do #1 again).

I did another video of this behavior:

Do you think it's possible that I just have a bad PCB I/O card for the MEI Cashflow 6602? I do have a complete new harness coming (BV, PCB and cashbox), but would love to isolate the issue since it's happening on two of my machines.

I know on the WBA assembly there are two plastic flags that are raised up when the cash can is inserted. These small plastic tabs or flags break a sensor on the back/bottom of the transport. Pull you MEI transport out to see if it has something similar. I’ve seen this tabs broken or not raise high enough giving the transport a false half inserted cash can signal.. I’ve also had problems with the housing that holds the cash can give me problems not wanting to allow the cash can to fully seat its self. I think if is was an IO Board or the board inside the MEI Bill head that it wouldn’t work at all. Only other possibility would be the plug and connection wiring in the back of the transport has a bad connection..

And remember...
If it's jammed, force it.. If it breaks, it needed to be replaced anyways...

I got a new kit in today and have confirmed that it was the MEI PCB I/O board. I guess I shorted both of the ones I had out while trying to troubleshoot the original one.

Now to find just the PCB board :) I’ll go through the vendors list here at new life.

you probably have but, have you cleaned the optics on the head(s) and the cash can?  another thing to try would be to take a eraser(big pink or pencil) and clean the fingers on the interface board and head(s).

just some ideas to try
