IGT SAVP MVD Top Cabinet Lighting (Always Red)

How do I change the top cabinet lighting in photo from red to another color? I know other colors are available...

Ideas I've tried:
1. Using the eKey, in the cabinet lighting setup I changed to "Allow game to control cabinet lights" to NO and changed cabinet lights default color mode to Blue. **Still Red** Even after I choose the game to control the light, it is still red.

2. In the photo there is a card that I believe controls the light around the top cabinet. There are 4 dip switches on the card. If 1 and 4 are on, and the rest are off, the light cycles from red, green, blue and white. I'm assuming this is test mode. I went through many DIP switch combinations to see if I can get a different color however all combinations still keep red.

As soon as I flip the power switch, the cabinet lights are red. Because it is immediate, I'm assuming it isn't software controlled?
Any help would be appreciated.
