Is it just that one that blows? Any of the other flashers blow? Don't really know off the top of my head but is their supposed to be a diode on that one?

Is it all the flasher in the back box or just one...putting a 28 volt bult (1251 I'm assuming) in a 89 socket will put some stress on the drive transistor for that circuit... I'd get the schematic and locate which flasher it is... and change the associated transistor for it..

I own a phantom .. I built it from parts and it runs like a new machine.

Replace your TIP122's and related diodes...Here is a lamp layout...
