I picked up a Rapid Fire Jackpots 3 coin. It has SP1271 and SS4713. SS4713 must be wrong because I was hitting with one 7 on payline. Looking around I found SS4713 for Hot Peppers.

Is it a standard 3 coin or 3 coin buy a pay? Because the only rapid jackpots on my list are buy a pays.

Could be. It does appear to be a buy a pay.
According to my list the SS chips for 3 coin Rapid Jackpot buy a pay are:
SS6757, SS6758, SS6759, SS6760, SS6761, SS6762
For 3 coin Sizzling 7s buy a pay:
SS3340, SS3341, SS3342, SS3343, SS3344
Note: my list just says Rapid Jackpot, not Rapid Fire Jackpot, so I don't know if it's the same game.

Rapid Jackpot is a different game, and a different style buy-a-pay paytable (game bible link here (http://www.newlifegames.net/igtbible/IGT%203CBP/Game%20Library%20-%20S-Plus%20-%20Rapid%20Jackpot%20%283%20Coin%20Buy-A-Pay%29.htm)). Rapid Jackpot chips will NOT work with this kit.
Based on the pay glass for this "Rapid Fire Jackpots" kit (nice graphics, by the way), this is simply a clone of the popular Sizzling 7 game, as RB correctly stated. Any of the Sizzling 7 SS chips listed in the game bible (http://www.newlifegames.net/igtbible/IGT%203CBP/Game%20Library%20-%20S-Plus%20-%20Sizzling%207%20(3%20Coin%20Buy-A-Pay).htm) should work just fine.

Great, I've picked out some chips. What is the difference between 3 coin and 3 coin buy a pay? While it was working it played the same as any S+. Is the SP1271 good for this game?

In a normal 3 coin multiplier, all of the winning combinations apply to each coin played. You just win more, the more you bet. With a buy a pay, each coin adds new winning combinations (hence you are buying an extra pay combination). For example, as you can see on the glass, three sevens will not pay anything if you only play one coin.
SP1271 will be fine since it's a type 0 game.
