Red White Blue 7's quarte machine not working

Hi.  Here is another machine my dad had.  It is a Red White Blue 7's quarter machine.  He sent it out twice to have repaired and was told nothing is wrong with it that it worked.  But we get it home and all it does is light up.  The middle section of the lights have never worked.  Any suggestions as to what could be going on?  If my dad was still here he would say Thank you for all the help you all have extended to us.  I attached a picture of the machine.

Do the reels spin when you turn it on?  After you turn it on and open the door are the reels kinda stiff or spin freely by hand?

They do not spin freely.  They do however each spin freely by hand.

Check harness going from power supply to backplane.  Unplug it from backplane and look for burn marks.  Try cleaning the pins on backplane.  Try plugging and unplugging that harness at backplane a few times.

Hi all.  I am lost.  I changed the battery, i checked the power cord and cleaned the prongs.  It still only turns on and does nothing else.  It does not go through the start up it just lights up and stares at me.  LOL  Can anyone give me any suggestions as to what to do to fix this machine.  Thank you so much for any help.

It's not the power cord connector he was talking about.  It's one from the power supply going to the motherboard.  You'll need to remove the coin hopper to see it.  Read this thread, it shows the connector Mark is referring to.

Dont feel too bad as i have been pulling my head out over the exact same machine. I thinking we both have the same issue. I have:

Power to reels (stiff)
Power to denomination light
Power to top, reel and belly glass
Power to bill validator
No front display or errors noted
Fuses checked with meter and are good.

Battery reads proper voltage. Pin connections are not burnt and seem fine. I have detached and reattached several times with no change. Swapped out board with other working machine with no change.

Stumped. 
How about throwing me some positive KARMA love by clicking on the left!

Is this the power box you are talking about?  I do not see any burn marks on it unless I have the wrong thing. Not sure if this is right I removed the wrong thing.  If not please help me find the right thing.  So appreciate all the help.

No, put that back on the MPU.  The board we are talking about is the one that MPU slides into. The harness runs from the power supply located on the bottom right of machine to the board on the bottom back of machine behind the hopper.  Look for burn marks where the harness connects to the board on the back behind the hopper.

My machine does not look like that,  Here is a picture of the inside of my machine.  I also found wires that are taped.  I attached a picture of well.  Is it the red box that you are talking about?????

The photos Mopar posted are from an IGT "S+" model...your machine is an older IGT model called the "S".
It doesn't have that White Molex power supply plug to the motherboard like on an S+.
The red box you're pointing out is for the coin hopper....that's okay....nothing wrong with it.
What I think you need to do is pull off the harness plug connecting to that big silver tray in the back.
THAT'S the main MPU circuit board of your machine model.
We probably need to see if there's any burned out housing pins in the plug.
I copied your photo and drew a green circle on the plug I think is the power plug for the MPU.
Really, I don't know too much about the IGT straight "S" model...just make sure the power is "OFF" before plugging/unplugging anything.

Thank you for clearing up where we needed to look.  I pulled the plug apart and didn't see any burn marks.  I attached a picture of the plug.  Not sure where to look next.  Greatly appreciate everyone's help.

Hi.  Ok I am totally stump.  This machine still is not working.  It lights up and still does nothing.  I changed the battery, checked the fuses checked the box and the it does not show any signs of burns.  Does anyone have anymore suggestions.  I really do not want to give up on it.  This was one of the first machines my dad purchased and he loved having to put the quarters in.

Did you pull all the fuses and check them with a multimeter?

Hi all.  I did test the fuses with the multimeter and they are all good.  I also rechecked the battery that we replaced that is good.  We found a little piece of paper that says START UP if seams dead.
1 shut off
2 open door and press reset button (NO CLUE WHERE THIS IS UNLESS IT IS THE TEST BUTTON)
3 Turn on and close the door
4 Make sure door latch is all the way down
5 The machine goes through its normal start up routine its ready to play.

It definitely does not do this.  I have no clue where this reset button is.  Unless it is the test button that we found.  If that is it these directions are useless at this time  because it still does not work. 

Any more suggestions?

middle of case is the power on off switch on the back side of switch is a reset button at least on my unit it is

Yes, that's the test button.  I don't think the procedure you had posted will do anything, but it doesn't cost anything to try.  So where it says reset button, push that one.  If it doesn't work pull the MPU board out and post a picture of it.
