IGT PE+ 1070C Blows flouresent tubes & starters top & bottom?

Hello All
I have an IGT PE+ 17" upright model 1070C I picked up to restore
I have it working perfectly EXCEPT I cannot get the top & bottom glass lights to work? If I put a tube & starter in top or bottom ballast & turn machine on or while machine is on etc it blows both instantly with a quick flash??? I'm using the correct starters & tubes. It's both acting the same which I find odd? I've never had this issue with a ballast on any machine? I've changed the Backpane Board, Super Board, Hopper etc with no change. Machine wiring looks clean inside excet 3 wires have been cut & reconnected from long ago, pic attached? All button lights work?
Any suggestions would be appreciated.

there are only three items in that unit, bulb,starter and ballast.  I have seen this before, the ballast is bad.  check and make sure you have 115vac going to the ballast, if so, then replace the ballast.

Thank you for the great info.
I Spent all day dismantling & checking for wire continuation, shorts & voltage. All are good. I'll change the ballast tomorro. I find it odd that both are bad doing the same thing? With these old metal ballast in my past they just go bad & don't work,. There's always something new to learn even with simples of machines. I'll let you know outcome tomorrow.
