Title: Sega Zombie Revenge Arcade : Can anyone identify this issue?

Hello to all. I have just picked up a Sega upright arcade. "ZOMBIE REVENGE".

The game locks up at the screen mentioned below and will not let me do anything else. I still get sound but the game freezes and does not let me do anything else.

This is what I've tried so far;

-Checked power supply 3v, 5v, 12v. All are at proper voltage. (Checked with and without motherboard load)

-Checked and dusted off both fans in the motherboard. Both are working fine.

-Checked the test points in the motherboard 2.5, 3, 5, and 12v are fine.

-Checked the motherboard 3v (coin cell CR2032) battery and replaced.

-Checked motherboard for broken traces (none found)

-Checked motherboard for oxidized traces (none found)

Sounds like  corrupt video ram.
Pull clean and Reseat all ICs In there sockets. Also reflow solder on the video buffer stage of the PCB. Check  decoupling caps on feeder rails to the processor and other IC's.
