I posted a wtb for Bally smi's but have yet to get any action. Who can I get in contact with to get what I need?

I can't help you on Bally stuff, but I altered and added a little to your original post to maybe help a bit. If all else fails, contact one of the vendors listed on the home page directly. Sometimes it can take a bit for the right person to notice your ad and respond to it. We have a lot of helpful members, but they don't all check in here very often

I found an old listing that shows Bally SMI# 9599 was used on three Bally 6000 game titles, called "Hot Lines", "Winning Times Blue Sevens" and "Winning Ways". It has a 90.34% payback percentage.
For Bally SMI# 9599 you might try contacting these folks, they do a lot of eprom stuff for Bally, including Bally 6000 game software eproms, cost is $23 per game (includes 2 eproms):

and here is the same company selling them for $20 on ebay, I didn't see your SMI listed but I'd contact them anyway to see if they can get it. A lot of times those software folks can get just about anything.
