Hi,A friend gave me a IGT PE+ multi poker machine, the problem is that it has no keys at all, so there is no way to power up, the only thing is than when plug in the upper light starts to
blink, can you help me to get the the door open and start from there.

You will probably have to drill out the door lock. Start with a small bit, then gradually increase to larger bits. Eventually the tumblers inside will get destroyed and the lock can be turned with a flat-blade screwdriver.

There are two locks: one (round) that is for the front of the machine and the other (that looks like a lockers) one by the side, which should I drill...

Can you post a photo? Usually the door lock is the one on the right side of the machine (when looking at the machine). That is the side that the door will open. I don't know about any locks on the front. Pictures will help.

The door lock is the one closest to the front of the machine. It is very close to a short metal chrome post that sticks out of the machine. That post is used to latch and unlatch the sliding lock bar inside the machine, it will move up or down once the door lock is unlocked. Can you post a photo of the side of your machine?
There is also a key switch on that side of the machine, it is not a lock. It is a switch that you insert a key to turn and activate the switch. This is the jackpot reset switch, has nothing to do with locking the door. But it looks like a lock to some people. This reset switch is located further toward the rear of the side of the machine.
Part of what we do here is keep these repair discussions online for others with a similar problem that will read it in the future. So help us to help others. Your photos will make it clear to another PE+ owner which lock is the door lock. That way they won't drill out the wrong lock.

You should have two locks on the door. Farthest one forward is to open the belly glass door and the second one closest to the door open lever is for the door lock. There should also be one on the side of your game, that’s your jackpot reset key. The door latch lock is the one you need to get open. Do you know anyone that has a slot machine or video poker machine? Some of them can be opened with a number 0000001 barrel key? I try to keep one here in case I get a game without a key.

Another option would be to purchase one of these tubular lock pick kits. I have had pretty good luck with them on 7 pin locks. For me it's faster and easier then drilling the locks.

The colors are for different size locks. They work 7.0mm, 7.5mm and 7.8mm locks.

One of the "locks" you're looking at is likely the jackpot reset keyswitch -- don't drill that out.
If you can post a photo of your machine, we can show you on your photo which lock you'll need to drill out.
