Have you removed the PS and done a visual inspection on the capacitors? Two other options would be to contact Alan at  K-Lar (702) 363-9998 to see if he repairs them, or try contact Jerry at; dragster_73@hotmail.com
Jerry does video game and some slot machine board repairs. I think Jerry owns a UV1700. Worth a call and email.
