Title: Tatung 14428 - How do you test a non polarized/bipolar capacitor ?

Working on a Bally Gamemaker with a Tatung 14" CRT 14428. The CRT is chirping and does not power up.    I am going through replacing caps and found this C19 Bipolar cap. I have an ESR and a multimeter, but I don't know the proper test for BP caps. Thank You Tim
