Title: Williams Blue Bird monitor issue?

The right side of the screen is just random color lines. see photo
Is this definitely a monitor issue or possible board video out problem?

It's an LCD matrix damage issue.  You need a new monitor.  If you plug a PC VGA monitor, the image should be clean.
