Have the subject machine that I just picked up today. This is my second IGT slot so fairly decent technically. I have read extensively about error 61 eprom cmos error so I’m posting this to make sure I going down the correct path.
It has been sitting unplug for a long time. Powered up and got the low voltage battery error. Replaced the battery and not get the 61 error. I pressed the little white button and received the bell, closed the door and turned the jackpot reset key. Everything cleared and then a few moments later 61 came back. At this point I can’t reset it again. I removed the MPU, pulled the cmos chip for 5 minutes and repeated all the steps above. 61 came back again.
I’m guess my only option now is to buy the 123 reset chip and work through that process?

Yes, it sounds like you're stuck in the dreaded 61 loop. You'll also need a SET chip to enable your bill validator (if it has one) and set the denomination. Contact member RB, he will have the chips you need to do it.

Reset and SP1137 arrived today. Machine is working again and upgraded to insert as many coins as possible. Thank you a ton RB.

Next issue is the hopper, it just hymns and doesn’t turn. Anywhere you can steer me to figure it out?

Remove it and make sure that it doesn't have coins or other objects that are jamming the wheel for turning. If you don't see anything inspect the hopper brake on the back of the motor and make sure it is working properly. You should be able to disengage the brake and turn the wheel by hand, but it will have resistance to turning due to the gear ratio of the hopper motor transmission.
