Hi guys,
If LEDs go out on an oval topper ring, can those be replaced? Or does the entire pcb ring need to be replaced? Are these parts hard to come by?

They can be replaced. I have a spare ring that I borrow LEDs from when needed. Check the polarity before you solder. If it's reversed it will not work.

If I could add to Jason's topper question, has anyone upgraded the standard fluorescent bulb with an LED tube? Curious if that was as simple as swapping out bulbs or if it required chopping out the ballast and hard-wiring the replacement.

I have. I used a 14" LED tube that I picked up on ebay like this:

You just unplug the power connector going to the electronic ballast and plug the light into it. Easy.
