Disgusting!

They should setup a few inexpensive security cameras, catch the guy and give him 30 days in jail cleaning the jail toilets of all inmates. Someone doing this when restrooms are nearby means it is being done on purpose as a prank. Juvenile behavior but may not be a juvenile.
