It looks like an older machine based on the two plungers in the top right.
Is this a Fortune I or Fortune II or something else ??

You mention you just got the machine.
Did you ever see it working ?
If so did this start after you moved it ??

With the machine off - remove the MPU board - and turn on the machine. Do you still get the lines or do you have a blank screen ?

I put in a working monitor from another machine and it's doing the same thing.....flashing solid colors on the screen every  few seconds........and when it does boot up I get this on the screen.....So I don't think my monitor is bad.....

Based on the troubleshooting I would concur the issue is with the MPU and not the monitor.
If you have two you could take the next step and plug the suspect monitor into the known working platform.

You could also swap the MPU between machines.

Once Again do you know the type of machine or could post a pic of the full front of the machine with the door closed. Ie Fortune I / Fortune II
