IGT S2000 Triple Stars belly light not working

Hello everyone, I have an IGT S2000 Triple Stars 3 reel machine that would not boot and I found out it was the top box light ballast was shorted. I unplugged it and the machine works good. The reel light works. The belly light will not work. I have put a new bulb in it. I turn the machine off before I remove, install or unplug anything. Besides the bulb what else could cause the light not to work? Can I test the DC voltage at the balast. I have a wiring diagram but I think it is for the vision machine. I do not see the top box balast on it. Are all three balast daisy chained together? On the diagram I have it looks like the belly and reel ballast are daisy chained together. I guess it might just be a bad ballast. I would like to know before I order because if I need 2 I will order 3 to have an extra one. Thanks

A Vision machine is just an S2000 with extra options in the topbox.
They both have the same belly door fluorescent lighting.

Check the output of your ballasts with a multimeter.
They should both be the same voltages.

Each bulb has it's own ballast and yes you can check the DC voltage at the ballast if you want to.  It should be +25vdc.  Personally I'd get a set of LED bulbs and ditch all those ballasts and fluorescent lamps instead of spending money to replace it.
