Looks like the blk/wht wire goes to the power failure detector circuit.

Probably disconnected to disable the power fail detection circuit - because that tiny little circuit can shut down a power supply that is working fine but the power fail circuit was bad.

It is ok to leave that wire disconnected and probably why your power supply is still operating.

I've seen circuits like that. The PF circuit monitors the 115v input power so that if the main power goes off the mpu can write the last and most recent machine data to the cmos memory that is on battery-backup power to preserve that info. The power supply has storage and filter capacitors that allow the mpu to operate a short amount of time even after 115v is removed.

As you said it probably won't affect use of the machine for a home owner. Likely it was required by the casino or gaming regulators so the machine's financial data was not lost when power was removed from the machine.
