http://bingo.cdyn.com/slots/1088-34the total-in meter incrementing is often helpful is eliminating a bunch of circuits as a potential problem, but on the -34 not so much ... just means the coin unit reset relay is working when the handle release relay is untripped and the coin unit step-up relay is working after the handle release relay trips.
the three things that could cause the handle release relay to not trip AND payout not work are:
1] coin switch
2] reel mech A-1 switch
3] reel mech C-1 switch
diagnostics:

reset machine and manually trip the handle release. Cycle game with coin switch. If the coin unit steps up to advance number of coins played, the coin switch is ok

you'll just need to inspect the two switches when the reels are doing nothing ... i.e. when you pull the reel mech and look. Both should be closed.
The circuit diagram is below and switch locations/description is:
- orange/green wire 74-1 goes to a blade on the A switches (left side of reel mech, vertical stack of switches nearest back)
- orange/red wire 71-6 to reel mech C switches (vertical stack on left side of reel mech closer to the middle)
- brown wire 60-1 leaves reel mech C-1 and feeds circuit to handle release and payout
