Wiggle and slightly raise the 6-pin harness that goes to the motherboard on the floor from the power supply.
With your other hand placed lightly on the reels, the reels should feel "stiff" and not freely turn like as if the power is "Off".
What happens is the 2nd pin in the White Molex connector oxidizes causing a bad 12 volt ground on one of the green wires.
By wiggling and slightly raising the Molex housing, you are trying to get the female receptor pin inside to make a better contact with the male motherboard header pin.
If you cannot get the reels to "stiffen", then you can either solder in a new receptor pin in that Molex housing or buy a "new" power harness.
One way to check is to turn off the power switch, pull up on the Molex and turn it around.
It may have a dark brown burned looking stain on the body of the Molex header in the area of the second receptor pin.
Another thing to check are the three quick-blow fuses...from top-to-bottom, they should be 6A, 8A, and 6A.
Best way to check a fuse is with a multimeter set for continuity on both ends of the individual fuses.
Finally, never remove or install anything in an S+ machine with the power switch "on".
I do have a question for you though....what do you mean when you say the "quarters go right through to the till and are not registered".
There is no "till" on an S+ machine.
The coins can really only go to three places...the drop chute, the coin tray, or the hopper.
