well guys before I say anything I should say thanks everyone for helping me, I did check all the switches on side of bv and they are up right ,and the to 2 little  red lights are on ,and machine limit bill accepter is set at 3000 , the machine comes on and reset it self and is ready to work ,bill validator does cycle when the machine is turned on and also when the cash box is pulled out and put back in , and yet bill validator does not accept , its killing me , I will order new board and lets see what happen thanks again guys

I looked through and didn't see it but did you make sure and clean the optic sensors? If you did please disregard. But if they are dirty it won't recognize a bill.

He mentioned that the bv lights don't come on. Yes, if the optics are dirty it would take the bill in and spit back out, but the bv lights would have to be on. My bet would be the mpu.

bv 2 red light on side does come on but the basil light does not come on

For what it's worth I have a B/V in an S+ that the lights don't come on. Replaced the bezel and bulbs, and can make it come on with a meter to fake the signal. The B/V won't send the signal to turn on the lights. Whether that's the mpu or not I don't know. But the B/V works perfectly. Just doesn't light. Everything is good just no lights.

Since you don't have a history for this machine:
 
if you did the auto config  in the I/O tests and the bill validator is installed, it should have cycled after the auto config. ?
next,  go into the Accounting Menu, scroll down to verification test, first info is the sg chip, press the cash button, should go to sb chip, next time it will tell you the BV info:  ID024/ version (3.80)   this will confirm that you have the right software for the machine.   if this is good.
next,  power down the machine, pull out the bv, put switches 1-2-3-and 8  in the on position all others off. put in bv, apply power, turn switch 8 off, unit should cycle briefly, now you can insert bills into unit, if it is good unit will accept bill and pass it through. ( remove the cash can for this test).
there are three connections in the back of the bv unit, a 5 pin connector, a 2 pin connector and a 5 pin connector with only two wires on it, the last one is the bv signal to the lamp bezel on the door. it mates with a black/yellow, yellow/black wires that terminate behind the reel assembly, connect there to connector and out to the door bezel .
lastly, check the bulbs, use the denomination socket to accomplish this.  If all these are good then in theory the bv should work.
