Bally Elite blows fuse when cabinet switch turned on

I'm trying to help a friend fix his bally elite. When the cabinet switch is turned on it blows the fuse. I had him disconnect the lights to the cabinet and check for shorted wires and found nothing.
Where should I go from here?

The 24 volt power supply was shorted and causing the fuse to blow.
Replaced the power supply and game plays great.

You will find that the 24v drops out before the 5/12v .  The pwr supplies can be repaired, 99% of the time it is caps and fan/ventelation issues.
