Ok I’m new but I have been reading numerous threads over the past week on this subject. I think my problem is different from the other’s.
So my machine is a 98 igt S+ Double Diamond
I bought this machine this way
I have power to the lights, the reels(reels are firm), 10v on the display board but no leds
When I power the machine on I get a flicker of a number and when I pull the 5 pin connector out and back in I sometimes get a flicker of a number.
I have no sounds except the BV starting up
The battery has been recently replaced, battery is showing 3.6v and polarity is correct.
There is no burn marks on the molex connector
I have ohm tested all wires and they check out fine
I have ordered the chip clear set in case
I checked all the connections to make sure they are seared properly

I keep reading the same forums over and over thinking I missed something but I’m at a loss now.

No candle lights either which indicates the MPU isn't booting properly.

Have you checked the fuses?

My guess it is the MPU. Do you have a way to try a different board.

No candle lights, bulbs look good, no other board I can try.
My Dom. light is on
Fuses are good, when I play with the fuse caps the reeels jump
I’ve tried changing the leds on the board

Ok. Post a picture of your MPU board and we'll see if anything looks out of place on it.

Just looking at fuses is sometimes misleading, your best to pull your fuses and test them with a multi-meter.
Start with the machine off.

Not sure if you have used a meter (so hopefully you don't find this insulting) you simply set it to Resistance (ohms) - if you touch the leads together the needle jumps all the way over and shows that the circuit is closed. Or if its a digital meter the number goes from 1 to 0

You then simply touch a lead to each end of the fuse and if its good then the needle goes over just the same as if you were touching the two leads.
If all fuses are good ......

Since this sounds like a new to you machine, I would be suspect of loose coins from transport shorting something.
Pull your hopper - you can check the machine without the hopper to see if there are any changes in behavior - a shorted hopper could be the cause (not common, but who knows).
Next using a popsicle stick, pencil or old toothbrush (basically anything thin and non metallic) sweep under the mother board (fixed board that the MPU plugs into) and make sure there are no coins.

You can also check your MPU board
The transformer in the corner - is it plugged into the board ?? - remove it and reseat it. The person the replaced the battery may have forgotten to re-connect it.
Remove the board from the tray(remove the transformer plug) loosen the 3 screws and make sure there are no coins under the mother board. Often there is a sheet of non-conductive paper that coins can get under and get stuck next to the motherboard. This sheet is not required.

I have tested the fuses and they are fine
There is no hopper or coin comparator, just bills in
Have new pics of board, everything looks ok to me

I agree. I don't see anything that looks out of place. Sometimes you see the Game and reel proms switched around or installed backwards, bent pins, etc.

There's something that is preventing it from booting though. Dead display and candle lights tells that story. S+ MPU's are pretty tough, but they do go bad from time to time. I can't think of anything else other than to replace it and hope it fixes the problem. Maybe someone else can think of something else to look at?

Ok, so I was going through a box of parts that came with this machine.
Found a clear chip and set chip. The clear chip, one leg was bent backwards, leads me to believe he tried to clear the Game Prom.
I straighten the leg and followed the Clear procedure I found on here.
Led display works perfectly. Candle light flashing.
Put Game prom chip back in, turn machine back on.
No Display, no error codes, no candle flashing

Questions
Would that screw up the Game Prom chip after clearing it? Considering one leg wasn’t in the holder
And would it just be a Game Prom chip that is needed?

Why didn't I think of that? The MPU runs with the clear chip, that's good news.

The GAME PROM is the operating system for the MPU, so yeah, if it is bad the machine can be dead like yours. Contact member RB and get a new one. Hopefully that's all it needs.

The clear chip clears the CMOS RAM and EEPROM (on the motherboard) memory. It doesn't clear the Game or Reel EPROMs.

Sounds like he probably put the SP chip in backwards and fried it. Make sure you do not do the same thing.

Ok, got new chips. That problem was solved, now I have code 12. Which is fine because I don’t have a coin comparator. Does anyone know how to do a bypass for this?

You don't need a comparitor, but you do need the coin optics connected to get rid of a 21 error. To my knowledge there isn't an optics bypass plug for the S+ like there is with the S2000.
