I guess I'm after that tiny EEPROM chip on the far back board of the machine... where do I get one of those? and it's one I'd have to solder onto that board?

Yes, you likely need to replace the very small square EEPROM that is soldered to the motherboard.  You will need to obtain a replacement (look at the chip number on the the actual chip -- you should be able to find a replacement from an online circuit board component website), de-solder the existing EEPROM chip, and solder a replacement EEPROM to the board.  You could also choose to solder a socket for the EEPROM to the board instead, making future replacements as easy as removing the socketed chip and replacing it with another.  That said, the EEPROM does not go bad very often at all.

You could also just buy a replacement motherboard and install that, which should resolve the issue as well.  This would be the simpler, although more expensive way to do it.  Make sure you buy a motherboard designed for a PE+ slant top machine, as the motherboard is a different design from the upright machines.

*Update* I pulled the backplane from my machine, went onto ebay and bought the eprom data chip that matched the numbers to the chip, de-soldered the old (I'm a computer guy and wasn't afraid to solder on the board lol) replaced it with the new eprom chip, put everything back together, inserted the CLR CHIP, self test button, cleared the memory, and installed the game chip, powered on and Viola! works like a charm...!!! went thru the hopper test till it ran out of the handful of quarters I had on hand and everything works great! not bad for an 80's machine. THANKS to everyone that helped! Much appreciated!

So my next question...

should I oil the hopper and it sounds kinda dry when It spins. how and where should I if it needs it. and directions or video perhaps on the best way?

Thanks Again.
