IGT GK3319 Superstar Poker Monitor not turning on when I boot up machine

Hi, new to your board.  I have an IGT GK3319 otherwise known as Superstar Poker with an LCD monitor that is not doing what it should when I turn it on.  The small board attached to the top of the monitor typically turns solid green when I boot up the machine and it works.  However, as of lately, more times than not it is not turning on, and the LED is blinking red.  The youtube video of the issue is at

I should add that this is an intermittent problem.  I do shut the machine off every night because it's a bit noisy, and I have been told both ways that (a) it's ok to shut the machine off at night and (b) I should never shut the machine off.

Is that a Kortek LCD?  First thing I would look at is the monitor power supply.
