Strange Goings On.

A buddy of mine picked up an IGT S+ roundtop. Showing the 12 code the battery was replaced an the 10Mhz board was reinstalled. When using the clear ram the machine seemed to skip over it. I attempted several times with the same result. When starting it up with both game an reel chips i got the expected 61, hit reset got the expected 61,1. Closed the door an nothin. Turn the key, goes to setup. so now optics wern't working. All security connections were checked ( yes it does have a BV in it ) an those were also checked. Still no go. Took the board an optics over to my place I have a upright too. Installed the optics in my machine using my board. They worked. Removed my board an installed his, it booted right up. I was able to do the setup an it played. Back at his place its the same thing, wont run the ram clear but goes to 61, then 61,1. Sometimes when he was messing with it in setup he got it to 65 but without optics, it  Still wont reset or ram clear, not even the BV works like it should. I told him to break it down, clean every connection an we'll see what happens. That im not sure because he dont have the chips needed an works long hours. So, before I go run the chips , what ideas can you guys come up with that may be the issue(s) assumming it probably wont run the ram clear.

Here is what I would check and try. Make sure the bv switch is closed and or bypassed.
If all is good pull the CMOS chip count to ten and replace . Be careful not to put the chip in backwards or bend any prongs.
