IGT Scrambled Video and No Boot

I'm a bit of a greenhorn here, so I bear with me if I get some terms wrong.

I purchased an IGT Money Storm machine about 6 years ago. It hadn't been turned on for a while, but I ran it yesterday and everything worked fine. Today when I tried to power it on, the screen was just colorful noise and it wouldn't boot. The bill validator didn't cycle etc... I luckily had another game's chipset to test out, so I swapped the chips and put the key chip in. The reset screen came up just fine, but after performing the reset and replacing the base chip, the same screen of colorful noise came up (although the random pattern is different each time). Where should I start to diagnose this?

EDIT:
Also for a bit more info, the led's by the test button are displaying Red(off) Amber(On Off On On On)
and if I pull the MPU, the bill validator will cycle when powered on

Red LED means chip problem.

Pull each eprom out slowly and look for a folded under leg.

Make sure they are in the right orientation too!

Never install or remove anything with power on.

The chip pins all appear to be good. The red LED is unlit.

Check your power supply voltages.

A friend had the exact same problem. Replaced the 3.5 volt battery and now screen is unscrambled. Now searching how to properly reset the call attendant.
