There are a few different things that could cause this. Here's one idea,,,,,
Turn off power to the machine. You can remove the hopper from the machine if you want to make this easier.
Release the hopper motor brake (it is located on the motor) and you should be able to turn the hopper coin wheel by hand counter-clockwise. If it feels like it is binding & hard to turn then make sure there is nothing jammed against the coin wheel. There is a gearbox that connects between the motor and the hopper coin wheel that has grease in it. The grease can get dried out and very thick when it gets old, making it hard for the motor to turn the hopper coin wheel. There was a recent repair discussion about this, you can search the S+ area for it, if I find it I will post the link.
The black crap on your hands is probably from the old rubber coin agitator (star agitator) that mounts in the middle of the coin wheel. They can get gooey after a few decades. You can get a new one and replace it fairly easy.
