You will need a SET chip (SET005, SET015, and SET017 are all specified as valid SET chips for your SP chip -- a SET015 or similar should work fine). Many of the vendors listed on the front page of the site here can supply one for you if you need it. Here are directions on how to enable the bill validator once you have the SET chip:

A PSR (Program Summary Report) goes with the game ("SP") chip, and lists the various options available for the SP chip. Neither of those are required to enable the bill validator. The PSR for the SP731 can be found in the
downloads section, and very likely the PAR for whatever reel chip you're running is also available there.
