wba13ss bill validator won'twork

I have a double five times pay with a WBA 13 SS bv.  It has an Sp709 game prom and a SS8578 reel prom. I cannot get my bill validator to work. It is a flat top IGT S plus. It is a 25 cent machine. All the bv dip switches are in off position. I have used the clear chip and the set chip. It is set to 9-1 and has 25 cents in the denom. I have been checking for days in the blog and have found no resolution can anyone please help me? Also when closing the machine it does go through the cycle.

Do you know what software your bill validator has in it? If you remove the BV and turn it over, there should be an EPROM (looks just like your SS and SP chips on the MPU) right in the center of the green board on the underside. Does the eprom have a label on it?

Does it not even take bills?  I would check the cash can to make sure it is in all the way.  Can you play with coins?

the cash box is in all the way. It has a coin slot but won't register the coins. I have a demo coin in the coin comparison but still won't register.  It did take bills at one point said the previous owner. No it won't take them and green light does not come on.

Did this machine ever work since you've owned it? Did it ever accept coins? What does it say in the display once the door is closed?

It doesn't sound like it's the B/V. If the machine will not cycle when the door is open/closed you have other issues.

the machine does cycle up when I close the door and so does the b.v. The displays come up like it is ready to play. It says insert coin but the validator won't take the bills.

The machine is ready to play? ???    does it accept coins???    can you get the machine to register a credit using the  small white button on the coin optic board? ???   then will the machine operate???   

your SP chip could be too old for a 023 setting,  I would check that out,  there is a switch on the BV that will determine  022/023,    can't remember what number it is, (  it's switch #2)    try that and see what happens.
