The denomination of your machines shouldn't have anything to do with ticket acceptance...only the bar code total $ dollar $ amount. If the machine won't take a ticket with an amount that has a penny amount in the total, it may be some sort of programming limitation in the TITO module? If this were true, then the S3000, which you've set as a penny denom, should accept the $75.94 voucher. The only way you can get any machine to "spit out" a .94 cent ticket, is to run the machine credits down to .94 cents, then hit the cashout button...but then again, that's probably only if a machine is set for a penny.
Take a clear photo of the G23 $75 ticket and post it...we need to see it has certain things imprinted on it. From there, maybe we can tell you why it gets rejected by other machines?

Silly question, these don't happen to be show programs? If they are then they are hard disabled. So that's typical. (to stop competitors snooping).

The games are fussy and don't always tell you whats wrong - mostly if the bet/lines and other bits are not compatible for the game it will complain when it loads up etc.
There are a few ways to solve this, going from the working photo, it's a 3 line $1 game. (or at least that seems to work).
There are a few ways (Besides trial and error) load the game as normal, in Audit screen:
-> Operator Setup/Selections - > Bet/Line Denom Settings
See what options are highlighted, you should see 3 lines by x bet. (that matches the working game, otherwise, it might support other lines).
Then put the set chips back, clear the memory and then set it to that (or one of those), put game chips back in and then it should let you clear the ram and just setup the game as usual.
If it's still not happy it might be something else, check set the version of the set chips to the one 4.04.xx in the Machine Identification.

So I have 4 machines. 2 S2000's, 1 S3000, and 1 G23. The G23 and the S3000 both have accounting denominations of $0.01. One of the S2000's has an accounting denomination of $1 with $10, $25, $50, and $100 single credit max per spin. The other S2000 has an accounting denomination of $50 and is one $50 credit or two $50 credits max per spin. I cashed out a ticket from my G23 that came out to $75.94. When I insert this into either S2000 they both reject it. My question is... how can I get the machines to accept it... and then spit out a ticket for the difference that does not give a full credit on the machine? Example 1: Insert the ticket into the $50 machine and it adds 1 credit, but spits out a ticket for $25.94. Example 2: Insert the ticket into the $1 machine and it adds 75 credits, but spits out a ticket for $0.94. Thanks.

You have a WMS bb1 cabinet. China Shores is a konami kp3 platform game, so no go for that cabinet.

Canadian currency was pretty stable. They released the bird series of notes 2001-2006 and ten nothing new until 2015 where they released the first plastic $20
IGT wanting to kill off the S+ never paid JCM for any of the plastic money updates. There was an update that covered the the first plastic $20 that made it into the wild but nothing after that than I am aware of.
We have seen protocol converters advertised but I am unaware of any NLG member that has or has tried one. What a protocol convertor does is take the S2000 protocol and coverts it to the S+ protocol so you can use a head that does accept the new currency on the older S+
