Bill acceptor won't take in any cash IGT S+ slot machine

Hello, good afternoon. I have had a IGT S+ Triple Diamond slot for about 8 years always worked fine. I recently did a MPU battery replacment due to error code 12 and went through the ram clear process and got the machine working. again.  After the reset process It was paying only quarters upon winnings vs credits like I originally had so I went through your listed instructions to resolve this with no issues. I also set a 1500 credit limit I have these quarters in the hopper. So all was back to working great again except..

The issue I am having is the bill acceptor is not accepting cash, it will not even take in nor does the bill acceptor light, lite up. When I turn on machine I hear the gears (as I always have) and also it worked fine prior to me doing the battery replacement and reset.

Few things I have tried:

Checked the side of bill acceptor and has red lights
Makes normal startup noise nothing abnormal sounding
Moved the physical gears and all things seem to work fine
All belts attached
Cleaned all sensors
All dip switches on bill acceptor are down ( never touched these )
Reseated securely multiple times and ensured nothing jammed including cash box all normal
Nothing disconnected behind bill acceptor.
 

I have read tons of your forums and can’t find what it could be? 
*I wasn’t sure if I needed to do anything with the bill acceptor chip like I did with the MPU Chip?  Or of there was a way to activate / turn on bill acceptor maybe its off?  I have tried a lot before posting this but I am out of ideas. Any help greatly apreciated. =)


Few technical details:

IGT S+ Tripple Diamond
MPU Chip - SP1271  10/28/02 IGT NJ
Bill Acceptor chip says- WBA-11 ID023. V3.34-03  9/9/04. IGT  NJ

You need a set15 chip to reactivate and set denom to your bill validator.
