"Prepart DSS signature validation failed" error message

Bought this SUPER RESPIN RECORDS JACKPOT 5 REEL machine as a non-working , unshopped. Changed the batteries  and used the 1810 clear card and it stops at this error message. Made another OS card and same error message. 
BIOS ROM - SBOT-00001-1160  B/V  1.13.12   
GAME - SB78-000-1040  V1040 OS FAMILY H9.22
OS - SSSG-000-1480  OS FAMILY H9.26

Are these the correct cards and BIOS ?  Is there a missing part ?

BIOS is the older version, should be 2000.
