When you say "0 V"...do you mean AC or DC?
Your multimeter should be set to VAC when checking.
Pull the plug off of the power supply and check the power supply plug on the box.
I'm only guessing you have the power supply box on the right-hand side of the cabinet uder the bill acceptor box?
Or is yours the older cabinet with the power transformer in the rear of the cabinet?

  Thank You, had same problem and I wiggled this connector up and the reels stiffened.  I see a discoloration on one pin and believe it to be the culprit.  I will try and sand or change the pin. Much thanks!!!

I split your reply into a new post since it was posted as a reply to a different member's issue with their machine. I'm happy to hear that the information in that thread helped you out.

Additionally, this issue is covered in the IGT S+ FAQs in the sticky post at the top of this section. Specifically, you'll want to check out this post which talks about an improved wiring harness connector with three-sided contacts to make a much better connection to the pins on the motherboard.
