On the mpu ic U8 82s123 is a decoder prom are these a special programmed ic from bally themselves also u17 and u19 if these fail is that party over or are they still available?

These bipolar proms are hard to find but one replacement for the 82S1123 is the 74S488I have the binaries for each of the boards and at least one is different on the E1000 and E2000 MPU's
The other issue would be finding someone that can program these chips as most of the cheapprogrammers can not do the job

If you do need that,  the best thing is to post in our NLG classifieds. Put in a WTB and ask for the EEPROM for sale.
Asking for bin files is a violation of the Term of Service for the site. This site is constantly monitored by gaming manufacturers and jurisdictional entities and they frown upon this kind of stuff.
