So upon further research I've found that the program and birthing chips are together on u57 and u58. Now I just need to try to figure out how to clear ram in the menu. Any advice?

Any idea how one would clear ram via jackpot key? I did not see any type of option for this as I scrolled through the options. I will be back from vacation tomorrow night and will go through it again.

Problem solved. If you run into an unrecoverable system error you must re initalize the game. To do this the coin door must be fully open. After the procedure make sure to set the time and date. Also make sure you clear all errors in the options menu.  You can only use the initalize option after an unrecoverable system error.
