AFAIK a memory clear only works when the machine's backup memory is corrupted e.g. you can't just do a memory clear out of the blue unlike MK5 and later with the setchips (MK4s doesn't use setchips). Playing around with Fortune Hunter in MAME (MAME doesn't actually have the USA version of 3 Bags Full, but Fortune Hunter is virtually the same game with different graphics), it seems impossible to do a RAM clear without the machine actually having a memory error (aka "12 - METERING ERROR").

If you need to do a switch test to see if the jackpot key is actually doing anything, open the main door, switch the machine off, then wait a few seconds and turn the machine back on while holding down the Robot Test button on the board. This will put it into test mode, which has a button test in the menu which also checks the key switches (unfortunately it doesn't check doors/optics, but these types of errors normally show up in the game itself anyway).

Update on the reset process: 


     So I was able to reset the meters back to 0.  It did not happen in any way like the manual says it should.  I basically got frustrated and started pressing the 3 left buttons about 20 times and one of them actually reset the meters.  Go Figure!  It made me wonder if the connection was bad to one of the 3 buttons.  When I get a chance to take the board off, I will check and re-solder the button connections to the main Board.  Sometimes solder can crack and lose connection over time, especially when it is connected to something that routinely gets pushed in and out. 


   BUT NOW THE PRINTER ERROR TILT IS BACK!  But all the blotchy graphics are gone and the machine looks more normal, despite a print error.  If anyone knows how to bypass the printer and remove this error, let me know.  I am going to look into finding a replacement printer or Hopper.  I would prefer to just deactivate the printer and set the machine to hand pay only.  My Bally S6000 and IGT I-Game are set up in this way, I would hope there is a way of doing that to this machine.  If anyone knows if this is possible and how, please let me know.  I was able to see the meter Page 1 that shows the printer as activated, but I can not select it to change the status. 


Thanks Heihachi for the info.  I don't think I can access any of the menus now because of the print error.  It basically freezes on the game screen but I will try this tonight.
