New to me S2000 payout issue

I recently purchased a used IGT S2000 4x Diamond nickel machine, has all original coin hardware, hopper, and bill acceptor (no TITO).  Came with clear and key chip along with keys.  Previous owners configuration was to insert coin or bills and play from credits.  I want the machine to pay out a certain limited amount in coin and the rest hand pay upcon cash out.  I have cleared the machine and reconfigured about 6x so far.  Every time I attempt a payout, it dispenses no coins, and immediately displays Hopper emtpy / Call attendant.   Thus I am stuck with credit in the machine and have to clear it to try again.  The hopper has coins, more were added to make sure it could sense they were in there.  Seller had other s2000 machines and we attempted a couple clears to reconfigure before I brought it home.  We did try swapping in a known good hopper and still go the same error.  Any ideas what I am doing wrong?

Is the player cashout menu enabled under 3.1.7.1?
Also the Split Pay 3.1.11 enabled?

yes, both are enabled.  Though in the manual states split pay  "To use this option, a thermal printer with the appropriate software must be installed, the printer option must be enabled, and the hopper limit must be greater than zero".  I do not have a printer, so maybe that is the issue.   Wonder if I just need to leave split off, and get the behavior I want via the the limits.

Setup Partial Pay.

3.1.5 Partial Pay This page is displayed only when the printer is disabled.
3.1.5.1 Partial Pay Amount: When a single win exceeds the hopper limit,
the partial pay amount is paid from the hopper before the machine locks up
for a hand pay. This amount cannot be set to a value greater than the hopper
limit.

Because you're getting a Hopper Empty error, I don't think the issue is related to a setting.  If it was a setting, the machine would not even call for the hopper and just go to hand pay.  Since the machine fails the 1st step due to an error, it calls for an attendant.

Also, have you tried not doing split pay and JUST do a normal hopper pay, like all credits to hopper?  If so, did the machine give the same error?  By setting it up with normal hopper pay, you know that the settings are basic, and you can't mess it up.  If it fails to do a normal pay, the machine might have a wiring issue to the hopper.

Have you tried 4.7.1 Hopper Test ?

The hopper may be good, but there may be an issue with the machines wiring to the hopper.

And 1 more thing, do the hoppers spin at start of cash out?  Are you using the correct hopper wheels for your coin size?  Just figured I cover everything I could think of.

Thanks for the help everyone!  I finally got it working, I thought it was odd that it was not even attempting to pay out.  The I/O board was not fully seated.  Works great now!  So what option do I want if I want it to pay everything out under 100 coins in coins immediately?
