Ceronix 1492 Blackout in IGT Draw Poker Plus+

Hi All,
Looking for help troubleshooting a Ceronix 1492 in an IGT Draw Poker Plus+
Started out initially with a Vertical Collapse, bluish line side to side across the center of screen.  I replaced all caps, but I missed the three 150uF @ 50V and & small one on H board.

Now the screen is black, no lines or anything.  Don't remember if it went all black before I started. 
Present symptoms are:
 Unit is Not chirping.
+127 measures  +170.5VDC  (to Gnd)
-V measures -173 VDC (to Gnd)
+27V reads 0 Volts (to Gnd)
+16V reads 0 Volts (to Gnd)
+17V reads 0 Volts (to Gnd)

The XRC5184 has -173V (to Gnd) at pin 9 and also pins 16, 14, & 8.  With power off they are not shorted together.
Rechecking my polarites, if find the cap 169 board marking is opposite of what is printed in the Ceronix repair manual; Page 30-E2.  Guessing the board marking is accurate.
Can anyone confirm polarity of 169 pos side toward F3?
Also need advice on what might be bad?  I saw troubleshooting section in manual about hooking up external power supply.  Not sure if I just hook it up, or if I need to UNHOOK something first.  I have unit plugged into machine with an extension cable.  I've got some replacement parts on order of the most common I found in forum listings,... but would like to find whatever made the parts go bad.

Yes, 169 + toward F3 as printed on board
Good you did a full cap kit, they are all likely out of spec.

The Vertical IC 192 can cause a multitude of problems. Only one pin should short to ground. That doesn’t prove it is “good” but if more than one pin shorts to ground it is not good. Since you started with V collapse it is suspect.

295 is an important zener diode, that exact diode is tough to find but any 160v Zener. You can verify it isn’t shorted using the diode checker on a digital VM.

XRC5184 is a common failure, although that b+ seems high. It might be holding the board in shut down.
Verify 268 has no shorts (use diode check)
MPSA64, the little transistor by C5184 (284?) verify no shorts
Check that diode too (283)
Lastly, that 160v zener comes from the flyback, if flyback (CPT1500) is bad then you have some soul searching to do. Very rare part that only occasionally comes available. 

These boards are great but can be difficult to troubleshoot once they have multiple failures.

Always use an isolation transformer. The power connector in the cabinet is fine, never connect to a wall outlet directly, even if using the low voltage method.

If you need any of the hard to find components let me know. C5184 is especially rare and common to fail. I have a few.

Lastly, I think KLar has a flat rate repair for 1492s. I don’t mind looking at the board for you but if I have no luck you are out the shipping. I am not a professional.

Thanks, I'll start pokin' around...
There was a bit of dark crap around the pins on 192. I'll swap it out first after checking the ones you suggested.

Screen is still black after Swapping out 192; but I do now see a tiny bit of activity that wasn't there before..
+16V & 27 are now ~1.5 VDC (were at 0 before)
Scope on the +27V shows random short pulses & a ramp signal maybe 1/2 sec long. both about 2 volts amplitude
Still seeing the -172V voltages on many of the 280 pins

The repair manual schematic shows the pinouts w signal info...
For the 280 circuitry measurements, are those referenced to -V instead of Gnd?

I'm guessing 280 is likely suspect?
Readings
+17v on pin 15
-172.5 on pin 9
3.5V on pin 8 & 16
0V on pin 14

I did change the rest of the caps missed during the recap.  Now ALL electrolytics have been replace.

Are the PRA H boards P/N CPR0503D  avail ?

Update:
After swapping out parts, seem to have normal screen and voltages....
BUT
chassis of monitor is  hot ,  measuring 80 VAC between monitor chassis and the console metal shelf that it should sit on.
BTW
The single green wire from springs on bottom of tube is connected to post 243
If it is connected to post 242 (CC-closest to input connector) , the board doesn't power up & measures 175V on the +127 line
Monitor & board are presently sitting on an insulated table, just outside the console.

Which is correct connection for the single green wire??

SOLVED !!
Pin I needed to put the single green wire on was on the NECK board!
All is good!
