is there no resistance when you pull the handle faster (or just a slight resistance and then the handle slams all the way down?

if that's what's happening, look at the latch pawl O in the below and make sure it's pivoting freely.  If it's sticking some, it may slip off the edge of the trip operating lever (N) without winding up the mechanism.

Thank you,It seems to have the normal feel during a complete pull from start to finish.If its a fast pull it pull all the way to a stop,then a final yank will kick it.
If its a gentle pull it feels normal. I'll check that latch pawl tonight,thanks again

if the handle is hitting bottom without the reels kicking, but an extra tug down kicks the reels, then loosen stop bracket (J) and slide it a little toward the back of the mech.

usually the right end of the stop bracket is pretty much the edge of the reel mech frame.

if the stop bracket is too far left, the handle sticks down before the reels kick.  If the bracket is too far right, the reels kick before the reel index arms are latched and some/all reels don't spin.

if the handle does stick down and you can't get the kick to happen, you can push the bottom of the latch pawl (O) with a long screwdriver to make the game kick.

I have had a machine that the reels were hard to spin, there was resistance at the bottom part of the handle pull. I found that the rubber cup seal from the piston inside the air cylinder had broken off the piston, and was wedged in the bottom of the air cylinder. I just removed it, then cleaned the piston and inside of the air cylinder, then lightly greased the piston and reassembled.

I did clean cylinder, and to my surpise the cup was still intact and pliable,lubed and ready thank you

The stop bracket seemed to do the trick, but new issue, 1 st reel doesn't kick
That could be another complete post, thanks for for help guys

most common cause is the stop bracket is back a little too far.

try shifting it forward a little and make sure the reels spin when pushing the bar into the cylinder, then bung the mech back in and see if you have handle issues.

if you can't get a stop bracket position that works, it's time for a more significant adjustments to the mech. 

manuals can be found on https://bingo.cdyn.com/slots/bally_manuals/

they tend to have a ton of dimensions, but get the 2600 manual which is slightly more sane.   Using reel mech diagram on previous post,  things you mainly care about are:

1] the gear (A) peg slides into the handle fork when you insert the mech (adjust nut E and make sure the gears are meshed as shown)
2] the 1/16" free play (adjust nut H, but also make sure the dashpot switch operates correctly)
3] the stop bracket position

Possibly the mechanism under the first reel needs to be cleaned and lubricated.
