Going through the pays on my 1180 and having an issue with oranges paying 18 on lines 3 and 5 only, other lines for oranges paying correctly (5 line criss cross machine). Went through the reel wipers again and verified all lined up properly with no issues. Also inpected/tweaked payboard with no change.
The other issue I'm having is the machine pays short occasionally, but the win meter shows the correct amount. Thinking that may be the switches off of the pivot arm for the coin out on the hopper. I did increase the gap some and maybe need to tweak the switches open more.
Machine seems to be paying correctly for all other symbols except for the occasional 1 or 2 coins short as I stated above.
Picture of machine and one of the reel wiper boards with a jumper. Maybe factory, but hoping for some input on maybe that being the problem.

do you have any paperwork for the game?

if not, it may be a lowboy version of the 1099.  There's 1099-1 paperwork on https://bingo.cdyn.com/slots/

if it is more-or-less a 1099-1, then all three reel wipers have the same fingers tied together and the jumper in your picture is correct - someone just repaired the broken tab that originally connected the two fingers or maybe replaced the wipers and needed to do that to configure them correctly.

referring to the w-1041-3060-3062 reel wiper diagram and the schematic, if the 6th finger down on reel board 1 is bridging the 51 (18 pay) and 27 (10 pay) rivets when the reel is indexed, that would tie the 10 and 18 pay traces together and any 10 pay would pay 18.

however, I don't know if that's the position of the wipers when on an orange.  What are the codes/numbers stamped into the slotted reel index discs?

one way to test is stick a piece of tape over the 51 rivet next to the 27 rivet and see if the 10 pay problem goes away.  If yes, the wiper finger contact is bridging rivets.

alternatively, you can pull out the reels when you have the 10 pays 18 problem and see if you have almost zero ohms resistance between the 51 and 27 wires.  If you do, pull out the reel 1 diode board and if you still have almost zero ohms, slide paper between the wiper fingers and boards on reels 2 and 3.  If you still have almost zero ohms, the problem is probably slightly misaligned reel wiper wipers bridging the rivet or conductive crud connecting the rivets together (black carbon track).  Less likely is a short between rivets on the wiring side of the board, but ya can check.

a picture of the reels when the overpay happens would be handy to see what symbols are on other lines.

if ya are really bored, emailing highest possible resolution pictures of the machine would be great and I'll add them to the above site.   Lotsa pics helps compare what you have to other machines to see how similar they are - and therefore how likely the paperwork matches.

see the 1114/pics folder for the kind of stuff that is good, but briefly it's the entire sides/top/bottom of the reel unit, pics of inside the cabinet, inside of the door, the payout counter wiper side with wiring, the coin unit wipers with wiring, all sides of hopper and entire game front (like you already posted).

It’s possible when the oranges over there’s a smaller payout on another line.

Issue ended up being payout board second from top wiper was contacting the top 18 trace (was paying incorrect 22) on step 14 (orange win and cherry win on lines 2 and 4)
After payboard adjustment, machine is now paying correctly.
Thanks for the help!
