What was causing the fuse to blow?

Hopper board way bad, see post #15.. Very common problem.

If it's jammed, force it.. If it breaks, it needed to be replaced anyways...

It's usually one or two problems.. The ceramic diode cr11 & cr12 fail.. I've seen them cracked.. The second is the Q3 Triac fails.. This is on the board for the E2000, now the same Triac fails on the E1000 boards.. It's not Q3 on the E1000 board, but it's the same part number as on the E2000 board...

Bally EM's can always be repaired. Those switches, coils and wires can be repaired or replaced relatively easily. Circuit boards and all that next generation electronics in the E-series just makes me appreciate the simplicity of the EM machine.

I don't mind PC boards, as long as they are through hole.  No way will I mess with surface mounts.
Through hole boards are ALMOST as good as E/M's because you can replace chips, and repair burnt and broken threads and put a bit of wire soldered in place of bad traces.
