Also I have not tried replacing the Bios Chip.
I don't have one to replace it with. Im willing to try if you think it would help.

I have had a couple people suggest that perhaps the Clear Chip is somehow gone bad.
If someone has one to sell me please PM me. I am willing to try it.  Also someone suggested that the
Jurisdiction chip is bad since the boot process seems to stop where its loading that. I would like to try one of those also.

I can't believe that with all the expertise of the users on this board that there is nobody that can help me find out whats wrong with my Bluebird.
Also i can't believe that there is nobody out there will to sell me a replacement clear chip and possibly a Jurisdiction Chip in case thats whats wrong
with my slot.

Dude, careful not to bite the hand (NLG) that feeds you.  There are several posts trying to get to the bottom of it.  People have jobs and lives.  None of us make money doing this.  It's all out of the greater good.

Did you post a WTB for the chips?  I don't think anyone's purposely not selling you one.

Im sorry if I seemed a little harsh but its been frustrating trying to get this machine running because of something as simple as a dead battery.
Also this is my wifes favorite game and now she's after me to get it going.  I did not post a WTB because I thought anyone who had read this
thread would have responded.

No problem.  I definitely know how frustrating it can be when a game goes down.  Hopefully the issue will get resolved soon.

For what it's worth, when you replaced the batteries did you just replace the batteries, or did you remove the MPU and replace the batteries?  You might try reseating the MPU in case it isn't completely seated.  A while back I thought my MPU was seated and I was running into an intermittent boot issue.  To my surprise, one of the small wires to the backplane was resting on the base of the MPU frame and was not allowing the left side of the MPU to go all the way down.  It look secure, but it wasn't.  When I got the wire out of the way and reseated the MPU tight, everything was good again.

This is some excellent adivce! I used to change games frequently between NXT 1 and NXT2 games and one time I put the NXT 1 in and was getting a sleeping forever message. When I restarted it then I was getting a Bill Drop door open error. This was due to the fact that the MPU wasn't fully press down onto the backplane board. Take the MPU out, put it back in and make sure that both sides are evenly pushed down.

Update
Apparently in the process of replacing the batteries in the MPU a daughter board that is mounted on top of the MPU board
somehow came loose and had a bad connection.
With the help of RickHunter who was kind enough to let me send him my MPU board so he could check it out in
another machine he was able to locate the loose board. After tightening down the board and reinstalling the MPU
my BlueBird is working fine.
